With reference to your despatch No.371 of the
1st.December, 1900, I have the honour to draw your attention to
the fact that in paragraph 7 of the letter from Mr.Lucas to the Secretary to the Corporation of Trinity House (No.30011 of the 2nd.October, 1900), which formed the enclosure to your des-
́ patch, it is laid down that the Lightkeepers of Waglan Island
shall during the fortnight which they spend ashore in the tow of Victoria, Hong-Kong, he allowed $10 each for lodging.
2. This proviso was in the original conditions published for the engagement of the Gap Rock Lightkeepers in 1892, but was expunged in this case. It must, of course, hold good, having been tacitly accepted; but it appears to be unfair on the old Lightkeepers that the new ones should receive a higher rate of pay, I, therefore, recommend for your approval that a si- milar allowance be granted to the other Lightkeepers.
I have the honour to be,
sir,
The Right Honourable
JOSEPH CHAMBERLAIN, M. 1

Humble Servant,
